Body of Kidnapped Girl Found With Signs of Rape

Police believe Kim Kil-tae is a key suspect in the kidnap killing of Lee Yoo-ri, a middle school student, in Busan. Kim has been put on a wanted list with 20 million won offered as reward for tips that may lead to his apprehension.

Children are exposed to the unfiltered dangers of sex, violence and commercial exploitation, without enough being done to protect them. Here are two cases and one statistics that well capture this bitter situation. ㅡED.

A 13-year-old girl was found dead in Busan 11 days after she was kidnapped, police said Saturday.

According to officers, the remains of the girl, identified as Lee Yoo-ri, were discovered inside an abandoned water tank just 100 meters away from her home. Lee was kidnapped at around 7 p.m. on Feb. 24.

Her body showed signs of being strangled after being raped several times. Convicted rapist Kim Kil-tae, 33, has been put on the wanted list as a prime suspect.

This case is an eerie reminder of when two girls were snatched in Anyang, Gyeonggi Province, on Christmas Day in 2008 and killed by a 39-year-old man.

Police found Lee's body, while inspecting the rooftop of a house in Deokpo-dong, Sasang-gu, Busan, at 9:20 p.m. Saturday. The container in which her body was found was a blue water tank measuring 1.25 meters high and 88 centimeters wide. Her body was wrapped in a black plastic bag, they said.

The police officer who first found the body was quoted as saying, "When I removed the top of the water tank, one of her legs was seen protruding through a plastic wrap."

She was naked with her arms and legs tied with rope, the officer added. Residents of a small apartment next to the boiler room where the container was located said the tank had not been in use for a long time so that they had no idea that the body was there.

The discovery came during an intensive search by police in Lee's neighborhood. Police found fingerprints on the wrap and are checking to see whether they belong to the suspect, Kim.

Her body was taken to a Busan hospital for an autopsy.

In an interim report released Sunday, police said it appears she was strangled and had been inside the water tank for several days. They also said the body had traces of repeated rape.

Except for the 11 years during which he was imprisoned, the suspect Kim has lived in the village, police said. Nearly 2,000 detectives and police officers have met Kim's family, relatives and friends and also thoroughly reviewed footage from scores of CCTVs in the neighborhood. But the investigation has so far made little progress.

Last Wednesday night, police saw a man running away from an abandoned house near the child's home, but failed to catch him. A reward of 20 million won ($17,500) is being offered to anyone with information on the prime suspect's whereabouts.

The girl went missing from her house, following a brief phone call to her mother at around 7 p.m., Feb. 24. Her glasses and mobile phone were left at her home.

For the first three days after her abduction, police approached the case in a low-key fashion but then made it public, as previous kidnapping cases have proven that the odds of survival after the first 48 hours are reduced dramatically.

Residents expressed shock at the news of the discovery. "The abandoned boiler room where her body was found is an area where people are afraid to go alone even in daylight. A crime can take place there anytime," one said.

A mother of a middle school girl in the area said that she does not know what to do about her daughter, who sometimes come back home late at night after school.

This quote really made me mad. A mother does not know what to do?

^ That's usual cases for many families with teenage daughters. We need to bring these old family tradition of discipline.

Korean students study at hagwons from after school to late at night. My younger cousins are only in middle school and already I can only see them once a year because they are so busy. Korea needs to increase police presence where teenagers walk home to. If that's so hard to do, then change this education system that makes teenagers study outside late at night.

A crowd of citizens in Sasang, a residential district in Busan, were indignant as a police vehicle carrying Kim Kil-tae, the prime suspect in the rape and murder of a 13-year-old girl, came into sight at around 10 a.m., Tuesday.

The uproar reached a boiling point when the 33-year-old suspect stepped out of the car and made his way toward one of the crime scenes, escorted by heavily-armed detectives, for an on-site reenactment.

The on-site investigation, which continued for four hours at six spots related with the crimes, was held one day after he confessed that he strangled the victim, identified as Lee, to death at an abandoned house just hours after he kidnapped her on Feb. 24.

Many citizens yelled or cursed at him. Some attempted to cross the police line, posing a physical threat to Kim. But no major clashes between angered citizens and escorting officers took place, police said.

"You deserve to die," a citizen yelled when Kim in black shirt and pants, and whose hands were tightly roped and handcuffed, passed by the crowd.

"How could you kill the pretty young girl. ... I cannot live in this town with my little children any longer because of you," a women shouted.

When he reappeared before the public to move to another location a citizen shouted, "Hey! Look at me. Let me see the face of the most disgusting criminal I have ever known."

Keeping his eyes on the ground, Kim quickly moved to the next site, escorted by officers. During the reenactment at the victim's home, an officer asked Kim whether he remembered entering the house through its window on Feb. 24 to kidnap her and Kim briefly answered, "I have no idea."

The alley leading to an abandoned house just meters away from the water tank in which the victim was found dead was packed with dozens of citizens, police officers and news reporters.

"Following the crime, nobody travels along the road after sunset," a woman said. "This district has been known as a crime-prone district because of the dozens of abandoned houses."

The number of empty buildings has fast increased in recent months after Busan city added the district to the beneficiaries of its rural redevelopment plan. The houses were used as shelters by juvenile delinquents, runaway teenagers and criminals at large, residents said.

Following this tragedy, the city government said it will demolish the abandoned houses there as quickly as possible.

Police are intensifying their investigations to try and forward the case to the prosecution by the end of this week.

To meet the deadline, police have put the suspect under intense, marathon questioning since he was caught. So far, the interrogations have focused on confirming whether he had mapped out a plan to commit the crime.

The suspect insists he killed the girl under the influence of alcohol, thus the crime was not premeditated, while police don't agree with this idea. If the murder was found to be premeditated and Kim committed the crime, Kim can be sentenced to death. If it was not, his maximum sentence would be to life imprisonment.

A newly emerged allegation against Kim was that he attempted to rape a primary school girl last December. Receiving intelligence regarding the new case, police have widened their investigation.

Meanwhile, an unidentified citizen recently promised to cover all legal fees for litigation involving Kim, according to a lawyers' association based in Busan.

A spokesman for the association said, "The citizen promised the donation as a gesture of his apology for not giving a warm heart to those who grew up with little family and social attention like Kim."

Story so far .... Busan CSI

"An on-site reenactment was conducted"

Sigh. Isn't the confession enough? So depressing.
